In order to deal with the consequences of the war, on May 19th, 2022, the EP has requested additional funds from the confiscation of the assets of the Russian oligarchs, new resources and full use of the EU budget. In a resolution on the social and economic consequences for the EU of the Russian war in Ukraine, MEPs acknowledged that it is necessary to face such consequences in order to help families and businesses and to maintain the support of EU citizens for the defensive support of Ukraine. According to MEPs, existing tools such as Recovery (NextGenerationEU), the European SURE instrument for temporary support to mitigate unemployment risks in an emergency (Support to mitigate Unemployment Risks in an Emergency) or the EU budget flexibility system are not sufficient to mitigate the negative effects of the war and the cost to the EU of the sanctions imposed on Russia. For this reason, MEPs are calling for the taxation of extraordinary income for energy companies, the freezing and seizure of Russian oligarchs’ assets and further flexibility in the EU budget. In addition, the multiannual financial framework (MFF) should be revised, the state aid rules should be applied more flexibly, the EU assurance level in the InvestEU program should be increased and the Commission should be ready if needed, to propose new programs. The EU should also take a leading role in creating a solidarity trust fund for Ukraine.
