On 24 August 2020, the European Commission approved a series of proposals to promote trade between the European Union and neighboring countries in the pan-Euro-Mediterranean region (PEM): the aim is to encourage the economic recovery of European companies following the emergency from Covid-19, in particular, by making the determination and attestation of preferential origin more flexible and immediate. Indeed, products from these States will be able to benefit more easily from tariff preferences thanks to the abolition of cumulative requirements and the provision of specific rules for each product and the establishment of thresholds for local added value more suited to E.U. production needs. An important novelty is the so-called "Full cumulation", thanks to which it will be possible to divide the processing activities required for the acquisition of the preferential origin of the product between different countries in the PEM area, to simplify the management of the supply chain. It should be noted that in 2019 alone, trade with these States reached a value of € 677 billion, corresponding to almost half of the EU's preferential trade.
