On 7 November 2019, the decree of the Ministry of the Interior no. 139 of 2019 containing the Regulations for the employment of security guards on board merchant ships flying the Italian flag, which transit in international waters at piracy risk.

The methods of carrying out the merchant shipping protection services are established by the service regulation approved by the Provincial Police Headquarters where the private security institute is located, or, for security guards employed by the shipowners, by the Questore of the province in which it is based the shipping company.
