In response to the war against Ukraine, the law aims to replenish EuropÈs strategic gas reserves before winter and to secure energy supplies. The new EU regulation, already agreed with EU ministers, requires gas storage facilities to be filled to at least 80% by November 1st, 2022 to protect European citizens from potential supply shocks but EU countries and managers should strive to reach 85%. For the following years the filling level is fixed at 90%. The text also underlines the need for EU countries to diversify gas supply sources and strengthen energy efficiency measures. Under the regulation, gas storage facilities will be considered critical infrastructures. All storage facility operators will have to obtain a new mandatory certification to reduce the risk of external interference. Operators who do not obtain this certification will have to renounce ownership or control of gas storage facilities in the EU.
