30/09/2020 - WTO’s DSB established a dispute panel for EU’s safeguard measures on steel imports

Turkey filed its second request for the establishment of a dispute panel on European Union’s safeguard measures on imports of specific steel products and, during a meeting of the Dispute Settlement Body that was held on August 28th, 2020, WTO members accepted the request; at the same meeting, the US vetoed China’s request concerning Chinese subsidies for wheat and rice production. This happened after EU voted against the first request at the Dispute Settlement Body meeting that was held on July 29th, but in its second request Turkey insisted on the fact that EU conduct and measures are currently against the obligation that EU undertook under the WTO’s Safeguards Agreement. The two WTO members disagree on the violation of the agreement but the panel was then established to determine whether or not the request is consistent with the breach of the agreements. The United States, Switzerland, Norway, the United Kingdom, Ukraine, Russia, Argentina, Canada, China, Korea, Japan, Brazil, and India all reserved their third party rights to participate in the proceedings.
